Furthermore, any car sold in CA has to be legal to sell in CA. The manufacturer clearly has had any vehicle they sell new in CA certified to do so.

He was told that it is illegal and that he has to spend $7000 to correct this. He took the car in to the dealer where he was told that the car is stock and that there is nothing to modify on it.
